When can a coach/parent speak to a player on another USA hockey roster without it being tampering/a rule violation. Unclear on Atlantic District/USA Hockey site that I can find. (Taking about squirt thru bantam)

No rule against a parent talking to a kid.....USA hockey can’t punish someone who isn’t under the USA hockey umbrella. And can’t punish the team for something that someone who isn’t team staff did.  Just a loophole

12U & Below - March 17th 4PM (Tier II can't be on the ice until March 23rd)
14U & Above - April 7th 4PM  (Tier II can't be on the ice until April 13th)

Independents are March 30th and April 20th respectively.

USA hockey coaching ethic policy says the below.

Recruiting
Coaches will not recruit a participant who is already a member of another USA Hockey team. Direct contact by a coach or his / her staff or indirect contact through an agent or parent during the playing season with a participant who is a member of another USA Hockey team is considered tampering and is prohibited.



Also this isn’t about eval/tryout dates. The question is why when is a player allowed to be on the ice/openly talk to other orgs without the org and player being penalized for tampering.

The dates above are accurate. You cannot have contact prior to 24-hours (normally 48) after nationals for 14U and above and 48-hours after districts 12U & below.
