I think that really can vary year to year. I would say that Team Philly out performs VFC at every level. That doesn't imply that the players develop at Team Philly. Many times the better players gravitate there from other programs. That said here are stats for this year.
14 Gretzky: Team Philly top in PA. VFC Doesn't have a team.
14 Lemieux: TP top in PA. VFC 3rd.
12 G: TP 2nd, VFC 3rd
12 L: TP 2nd, VFC 8th
