Per USA Hockey's website. 

How would USA Hockey Development League players be selected?
Once programs are selected for the USA Hockey Development League, they would conduct their own tryouts to form their teams, similar to the existing Tier I process.

Think rinks double tuition for this?

I'm guessing the tryout schedule will need to change next year.  Once Nationals are complete, NDL has their tryouts, then Tier 1, then Tier 2???

Players can be signed as early as 1/31. I’m sure clubs will run some form of a tryout for revenue purposes but my expectation would be for teams to be built long before that happens. All the NDL clubs will be fighting over the best players, they won’t have the luxury of waiting for a tryout. Advisors will play a big role here too.

What specific development advantages does the National Development League provide that don’t already exist? Without clearer development benchmarks, coaching standards, or progression pathways, it risks appearing more like a financial framework than a true national development initiative.

I do not think a lot of rinks will sign up for this. I see all these rinks pulling away from USA Hockey with the AHF and THF leading the way. Academy teams are too profitable to allow USA Hockey to mess with residence restrictions. I believe USA Hockey and the Affiliates killed themselves with these new initiatives!
