Received today from:
MARCY TOEPEL
I47TH LEGISLATIVE DISTRICT
Majority Caucus Chairman

This letter was written and sent to governor wolf on August 17th

Elena Cross, Deputy Chief of Staff
Governor's Office
225 Main Capitol Building
Harrisburg,PA 17120

Dear Ms. Cross
I am writing today to express rny strong support for permitting the youth ice hockey games to continue with a safety plan in place. It has come to my attention from the Delaware Valley Hockey League that there are discussions with you and the Atlantic Affiliate regarding the25-person venue limit. Due to the unique size of an ice hockey venue, I feel games can be safely conducted with a 50-person-minimum limit. Children, particularly children aged l0-18 that participate in this ice hockey league, need activities and a semblance of normal socialization. Not only do our youth need adequate exercise, they also need physical activity to prevent misconduct due to idle timeand lack of goals.

Please take into consideration tht: size of the ice rink venue as well as the fact that the players are all fully covered with face shields. I urge you to alter the capacity limits to allow the league to begin a lull season of hockey.
Best resards. .

Marcy Toepel, State Representative
147th Legislative District
Majority Caucus Chairman

I have spoken several times to my Rep, Dave Zimmerman. He drafted a letter to the Gov and included 30 extra signatures from other Reps on that letter. I have reached out to many other Democrat reps and have heard nothing. Here is the letter from Mr Zimmerman:

September L,2O2O
GovernorTom Wolf
225 Main Capitol Building Harrisburg, PA17120
Rachel Levine, Secretary Pennsylvania Department of Health Health & Welfare Bldg, 8th Floor Harrisburg, PA17120

Dear Governor Wolf and Secretary Levine,
While health and safety of our residents must be a top priority for all public servants, the COVID-19 guidelines surrounding youth hockey do not make sense and are overly restrictive. Children are not at as severe a risk from COVID-19 as adults and therefore, we must treat our guidance differently when looking at different populations. Also considering the fact parents must drive long distances to and from practices and games, they should be able to at least watch their own children participate in these activities.
The current hybrid proposal risks greater injury during play due to fatigue and other risk factors than COVID-19 poses. By limiting capacity at 25 people, teams will be forced to have very few substitutes because half of their teams will have to be in the locker room to meet that quota. Hockey is a sport where players constantly switch on and off the ice and do not skate for prolonged periods. By forcing limits, you increase the amount of time players are on the ice, which increases the likelihood of injury, especially for younger players who are more apt to fatigue. We must weigh this risk of serious injury against the risk of COVID-19 when considering the health of children.
Beyond the risk of injury, the hybrid approach being forced by the current regulations will force players to play specific periods, which will create division on teams, and lead to stress for young players. As you know, stress for young people can be especially problematic and lead to numerous mental health issues.
lce rinks tend to be extremely large facilities and to force a blanket limit of 25 people as opposed to a capacity percentage makes little sense and will ultimately result in harm. Placing ice rinks under a capacity percentage guideline as opposed to the fixed 25 simply makes more sense.
 Page 2

At this point, parents and coaches understand the risks associated with COVID-19 and are making choices about their children's health, well-being and future when it comes to weighing the risks of playing sports. Please reconsider your guidance and allow hockey to play under normal circumstances if the players and coaches choose to do so with social distancing guidelines in place during this Covid -19 Pandemic.

Sincerely,
Representative David H. Zimmerman State Representative
99th Legislative District

I agree 100% and share your frustration!  The Governor is calling all of the shots with no consultation with stakeholders, including the General Assembly.  Further, when we have challenged him in the courts, his buddies on the bench have ruled in his favor every time.  It’s time for citizens to stand up and push back!  Attached is a list of the legislators’ votes to override Wolf’s veto on HR836, which would end the emergency declaration.  Those with an “N” in front of their names believe the Governor’s suffocating course currently in place is best and that we should stay that course, despite the fact that the data doesn’t support such extreme actions, (they voted against ending Wolf’s Emergency Declaration yesterday).  Focus on those legislators!  All day, every day, citizens should be calling and emailing them relentlessly until they agree to vote yes on the veto override and return the power back to the people!!  Calls to their district offices are more effective.  Their contact information can be found at PA General Assembly

I voted yes on legislation to clearly allow local schools to have sports and to allow the number of fans they feel is safe.   Almost all the Democrats voted no.   Wolf has already said he will veto it.

Thank you for contacting Rep. Thomas regarding youth ice hockey.  While the current guidelines issued by the Dept. of Health do limit indoor capacity to 25 people or fewer, there is currently legislation in the General Assembly (HB 2787) that would allow local entities to make decisions at the local level regarding competitive youth sports. Rep. Thomas has consistently voted for local decision making in terms of the response to covid-19, including voting YES on this bill just yesterday, and will continue to do so.

HB 2787 is currently in the Senate Education Committee.

You should also reach out to the Governor directly to make your voice heard on this issue. His contact link is below for your convenience.

Hers what I sent to Leanne Krueger. I have yet to receive a reply.

Dear Representative Krueger,

With ice rinks, gyms, health clubs and other recreational facilities reopening across most states and the return of contact sport, it's time to Let Hockey Play.

The National Federation of State High School Associations has classified ice hockey as a moderate risk sport for COVID-19 transmission. USA Hockey has provided scientific research that indicates players spend less than 3 seconds in close proximity to another player, and less than 3 minutes total during the entire course of a game. USA Hockey’s Atlantic District has a plan for the safe return of full participation in the sport of ice hockey.

As my representative in government, I want you to take steps to allow hockey games to occur following the plan submitted by the Atlantic District to the Governor's Office. Also, exempt Team Personnel and Game Officials from the overall number of people allowed in an ice rink at once.

A few important facts that can help solidify your position in this matter are as follows:

- An ice hockey rink is 200- by 85-feet: that's 17,000 square feet of space just in the playing surface, with the overall averaging 25,000 Square feet.

- Under current restrictions in PA, NJ and DE, other more riskier sports are able to fully resume, in much smaller buildings.
50 people in a rink means 500 square feet per person. This is WAY more than restaurants, gyms, entertainment facilities, tattoo parlors, and more. This is also way more space per person than all other sports.

- The National Federation of State High School Associations classifies ice hockey as "Moderate Risk" along with basketball, volleyball, soccer, field hockey, girls lacrosse, and 7-on-7 football.

- Hockey players never share equipment, do not touch the puck, and there is no skin-to-skin contact.

- Research from Eastern Michigan University shows that during a typical hockey game player-to-player close proximity is limited to 3 seconds.

Please do what is right for our children and allow them to get back on the ice.

Sincerely,
****
