I have a better idea for a new rink.  Stay out of the travel/club hockey world.  Do not hire any existing coaches, egos.  Create an isolated hockey environment focused on early development... ages 5+...  You can thank me for this business plan later.
Hire people who actually give a crap more about developing a love for the game, skills and game sense .... more than tax-fee clinic dollars and Mite-Moms.  No tournaments, no travel, no bullshit.. keep it fun. 
This is the way...
