According to their FB page, the HJB’s are looking to field teams at all levels next season, playing from the old arena and Giant Center.

The HJB were lucky to field the 1 squirt B team they had this year. Cap City and Twin Ponds isn't really going away just will be under the control of the PBK and most of the kids that played with Cap City will be on the PBK lower teams and still play out of twin ponds.

With Signups and Registration now available, what are the Viper families planning to do for next season?

Go to the rink for evals. My kid will more than likely be on the lower team that will be PBK out of Twin Ponds. Most the kids that played for the Vipers at his age will still play out of Twin Ponds, just with a different jersey. A hand full maybe put on a higher team playing out of Klick Lewis but the reality is not much will change. My understanding is Twin Ponds will be for B teams, low A and in house. The only other option is to driver farther to York, which would make no sense. We were with the HJB when he started out and I'd rather drive over an hour to another rink if I wanted out of BB then go back there.

Why doesn’t HJB skate out of Hersheypark Arena, Giant center and the outdoor rink at Milton Hershey high school?

HJB does play out of HP Arena and Giant Center.  The problem is each is only one sheet of ice that is shared with LVC, Hershey Cubs and the Hershey Bears.  Not to mention other activities like figure skating, etc.  I can't speak to Milton Hershey ice... as far as I know it goes unused a lot.

HP Arena is just awful logistically... parking is a PITA and getting your gear in and out of that place especially for younger kids is not only hard, I'd argue its dangerous with the stairs.
