13U/YO Waivers: Allowed?

Does anyone know if a 2011 can get a waiver to play up on bantam 13UPure or a 2009 can play down? Is AAHA allowing it?

AAHA does not allow a 12 year old with PeeWee eligibilty to play Bantam. No exceptions because of checking at Bantam. 13yo pure is only 13 year old birth year. No exceptions. It is on AAHA website.

In the AHF (2) 2009 players can play down.
2011 goalie can play 13p

We had three kids who were second year peewees play up to bantam last year. So it happens.
