All well and good if you are talking about AA ^ ...Tier 1,2 ...  whatever...
But "B" level...all age groups...developmental...  ice time should REALLY be shared pretty darn close to equal. 

Personally I hate to see a somewhat better player that takes the dumb penalties and is a hot head still get more playing time.

Again in that scenario playing time should be reduced if taking bad penalties etc.  If it's not then you are at the wrong org.

This wouldn't be an issue if coaches/org would take less kids on their teams. If a coach is only going to play 3 forward lines and then have 3 kids on the 4th line play 1 shift a period, what's the point? My guess is the club needs the money to cover its costs. If you don't think they are good enough to get a regular shift, then there's no reason to have them on your team.  Don't give me the injury argument either. If you want to play your top kids all time, then they'll have to suck it up if someone gets hurt.

If you are angry your kid isn't playing its because the coach is playing the one's they believe are going to give them the better chance to win. Your kid will get ice time against the easier teams.

Tough topic simply because families pay significant money to be on the team. But if your kid is on the 3rd or 4th line I would not expect them to get equal playing time compared to 1st and 2nd liners. If you are in that situation, you probably need to invest more money in power skating lessons. Speed is the factor most infecting a child’s playing time.

Largely equal ice time is appropriate in all developmentally focused hockey regardless of age. Kids are playing at this level to improve and to have fun. Once you move to truly competitive hockey - and one can certainly debate what that means and when it is appropriate - teams play to win and ice time is allocated accordingly. Problems arise mainly due to misalignment between a players actual skill level and his parents perception of where it is (or they wish it was). Players on competitive teams (e.g. Tier 1) typically get their development focused ice time with private coaches not at team practices. Generally if a parent is complaining about a lack of ice time their child is playing at the wrong level. However, there are coaches that simply play favorites or run their team for the benefit of a specific player. Leave any team that does this since no quality coach or program will tolerate it.
