We already have enough player movement at Midget, this is just going to add to it. Not many clubs will have enough quality 04s to field an AA team so they start recruiting from other clubs. I think it also dilutes the regular 16AA division because you'll have kids who would normally make that team now playing on a 15 team.

There's a reason why AA level midget normally doesn't have many competing teams. Some clubs ice 2 of their own teams while others try and scrape together enough players who they believe are ready for AA level but can't compete with the teams where all of the front runners are recruited to.

Wouldn't players be better served playing U16? Will U15 have levels like AA, A, B or is it a mix which becomes a recipe for disaster with blowouts galore?

Age group specific is normally reserved for higher levels like AA. It's there to keep teams together as they up through each age level. Bigger clubs like to do it.
