You organization has to submit this to the league, I gather Dvhl. Kid should be suspended indefinitely pending a hearing

You can submit this to USA Hockey.  See if you can get the refs name off the score sheet.

Unfortunately, USA Hockey will do nothing despite having the video. I know the DVHL won't accept video submissions.  :'( I'm convinced NE SkateZone doesn't have LiveBarn because games always get out of hand and they don't want to supply video. There is no way to elvaluate refs unless there is an off ice official in the stands. Parents and coaches have no recourse. I have been saying for a few years that there needs to be 2 linesmen and 1 ref at games from the Bantam level up to prevent this crap. Parents needs to make their voices heard.

I agree the parent should take this tape to the local police.  nobody will go to jail, but the kid will be questioned and who knows possible charged with something minor - wake the kid up.

maybe see a lawyer too.  I am sure the rink, the league and the parents are insured.  that's why we all pay so much to play hockey, after all.

with evidence and no action, the league(s) and rink are negligent in protecting your kids.  A lawyer can cause action to be taken.

I don’t remember this kind of crap happening all that much when I played youth hockey. Fighting was somewhat tolerated providing both an outlet and a deterrent.  A player doing something like that would have paid a severe price giving all but the most extreme miscreant pause.

I guess with that context then this sucker punch was completely warranted.  I guess your goalie was intentionally knocked out of action?
