Philadelphia Little Flyers and Prospects Hockey

Looking for some help understanding this.

The Philadelphia Little Flyers is a Tier 1 club, right? 

Because their 2007 roster is exactly the same as the roster of the Prospects Hockey club....which is playing in a Tier 2 division in the EJ.

They don't appear to be the same club....but they have the same rosters.  Even have the same jersey numbers. 

I'm not finding any info on this Prospects Hockey club on the internet.

Is this common....to take a Tier 1 team and play in a Tier 2 league with a different club?
