Looking through some local tournaments does it seem like teams are trying to "play up" now?

At least two recent tournaments that were listed as AA/AAA brackets had basically good A team's. Makes it difficult to figure out where to place teams in general but also no place for the real AA teams.

Also is it "false advertising "? Presidents weekend we (at least the parents) thought we were getting two upper AA teams and it wound up being the organizations A teams.
