Everyone keeps talking about development as though we’re getting kids ready for something.  When is development time over and the competition start?  Midgets?  Does it come down the organizational philosophy?  1% of kids get to the next level be it junior, college, etc.  Are we preparing lots of developed and knowledgeable spectators?

Even at the highest levels of all sports they continually improve individual game and skill. not sure you understand that even pros higher their own coach to work with to improve i.e. develop their game. are you saying they shouldn't?
