EJEPL Playoffs

Can anybody explain why the Top 4 teams in the 16U Futures 1 and Futures 2 are not going to EJ playoffs (as stated on their webpage, top four teams go)?  In the 16 Futures 1 and Futures 2, the top 5 teams are highlighted as playoff bound, with teams 4 and 5 doing a 'play in' game to qualify for the semi final.  Teams 4 and 5 are very close on the Krach score, but they are not tied.  Why aren't the top 4 going and why is a 'play in' being done?
