Your are mistaken.....
Any T2 club can take as many T2 players as they want. The cross over rule is for T1 only
A T1 team can only take 2 T1 players or 4 T2 players from a club....
A Tier 2 team can take as many as they want. It’s a district AAHA rule.

TP should not and will not get into DVHL. Any rink owner that wants to start its own T2 club should do it ethically. Not the way it was done.
Read the minutes of the DVHL meeting.
“We gave them an offer that was weighted heavily in our favor” - a deal they couldn’t take for the good of the membership.
Just the fact that they applied for T2 sanctionship before they even offered an unsignable contract , should give you all you need to know.....
He is a business man that is not in anyway good for youth sports

All new clubs are brought into the DVHL as probationary members. That is covered in Article II, Section 1.1 of the DVHL bylaws.

The following is regarding rostering of players for probationary clubs directly from DVHL bylaws, Article V, Section 1.G

G. The roster of each team on a probationary Club is limited to having a maximum of two (2) players who were rostered with other DVHL Clubs in the previous year.
1. This would include the rosters of teams from DVHL Clubs that may choose to participate in either the CBHL or NJYHL.
2. These players must have a written release from their previous Club to be rostered on a probationary Club.
3. The only exceptions are: Prior, written agreement from affected Clubs in the area of the new Club or if a club ceases operation.

The DVHL did them a HUGE favor last year when they denied them, whether they did it intentionally or not.  If they had admitted them as a probationary team those rules would have applied and they couldn't have rostered all the Quakers they did. By not admitting them at all they either intentionally or inadvertently allowed TP to avoid this bylaw.  It's not as relevant to TP this year since they already have a massive program that wasn't rostered to a DVHL roster last year.  Last year it would have been a big issue.

Will be interesting to see how TP being in the DVHL impacts other clubs keeping players this year.  I know no one wants to admit it but there are families that didn't switch because they were not in the league, now that they are wonder if there will be a migration to TP from clubs like CCSC, Kings, and Quakers

They'd be taking a huge risk leaving their club of origin for an unknown. Team Philadelphia had no problems with players filling teams, multiple teams at each age level. The spots available will be the ones vacated as players moved up and it won't be many as they will be taken by the kids moving up behind them. Unless the kids coming over were personally invited, (recruited) the new members will have to start the club member process all over at the bottom of the barrel.

Now that they are a DVHL member, during their first season they can only take 2 players from any other DVHL team unless the 3+ player gets a release from their club. So if say 4 kids from the Quakers 16AA want to go to TP, 2 of them would need a release.
